Users who use a keyboard or similar tool need to be able to navigate through all of the interactive elements on a page in order to reach elements lower down. Bringing focus to an element does not signal that a user wants to interact with it, it can mean they are simply navigating through it. Because of that moving focus or changing something on the page when an element gains focus can lead to unexpected and unintentional results.
